I like the line, but I think if you can find a way to fold to a min-c/r or whatever on the river, it's probably worth a value bet. Two points:
1) From the way you've described this opponent, and from the way the hand played, it sounds like he's flat-out not capable of check/raising the river with a hand that you beat.
2) The range of hands that you beat but that would call a small value bet is small, but not nonexistent, right? It at least includes KQ and KK.
