Default Tech Help needed...opening an emailed, zipped file.

I ordered some stock market data which was sent to me as an email attachment. I saved it to my desktop.
When I attempt to open it the "extraction Wizard" opens. I proceed.
I attempt to open it and get the following message: "Windows has blocked access to these files to help protect your computer".
I'm directed to a website for help and get this:

If you are certain that you trust this file and want to open it, follow the instructions below.

Save the file onto your computer.
Click Start, click My Computer, and navigate to the file that you saved.
Right-click the file that you saved, and then click Properties.
Click Unblock near the bottom of the dialog box.

I follow these directions and try again to open the files.

No dice.

Help please?
