I agree with others that this is upsetting.
If they promise me something (full-percentage of pay related to percentage of total hands towards the goal) they should have the class to stick to that promise.

My problem is similar, but I went over the target by 50%, and got nothing extra.

Since I expected to play about that much, I had explicitly confirmed with the phone rep that 150% of my target would get 150% of the bonus.

Sigh. If they get enough complaints, maybe they'll do something. It obviously was not an isolated incident.
