OK, it could certainly be (I actually just read the article just now, since it seemed too much of a coincidence to think it was not the same one;-))
At any rate, I recall the same, or nearly the same, phrase being taken out of context: "For bureaucratic reasons we settled on one issue, weapons of mass destruction, because it was the one reason everyone could agree on,"
So now I think this may well be a different article, but it looked pretty similar at first glance and it wouldn't surprise me if it had the same slant. Also I think it's probably not right to take Wolfowitz' comments out of context, especially in this scenario.
Also note the dishonesty or misrepresentation here: "WMD just a convenient excuse for war, admits Wolfowitz" which is at the heading. The problem is that Wolfowitz' statement above (in italics) DOES NOT necessarily imply that WMD was "just a convenient excuse" as the heading states. Very shoddy and probably intentionally misleading if you ask me.
