Interesting question. Also, is there any reason why you could not set up a new bank account with a corresponding new neteller account? The only connection would be whatever portion of your social security number you gave neteller (I don't think I gave them anything when I signed up a couple of years ago; but I think I've read that they're now asking for the last 4 digits or something.)
Of course, if you have an extremely unuaual name, that could be a problem.
