"b" stands for "better." Omaha Hi/Lo is also called Omaha Eight-or-Better or simply Omaha 8/b. Back in the day, not all hi/lo games had the eight-or-better qualifier for the low side, so 8/b was added to the name to clarify. The distinction is now redundant, however, since every hi/lo game is now played with a qualifier.
