I don't think we have near enough hands on this guy to pin him as tight passive. For all we know he could easily be a 30/20, 25/12, or 30/10. And there are plenty of 30/10s that limp too much preflop but are tough and aggressive after the flop.
It might be closer than I thought but OOP I don't like this hand enough especially without a solid read on my opponent so I drop it.
