Technically an affiliate doesn't need to give a dollar to a player who signs up under him. Do you think other poker boards or places like poker pulse give a rake back deal? The sliding scale is because if you get a whale giving the guy a higher percentage is a better deal for him which will keep him playing at one of the skins instead of Party. If I were to get a 1 table .5/1 Party part time player or a hardcore 4 table 15/30 guy who makes more money for me potentially? Obviously you bend over backwards for the other guy no different then higherstakes casino players......
