Default Should those that back out of bets be punished by 2+2?

Isn't proposing a bet, then backing out of it considered trolling?

I'm frankly tired of wasting time arguing with people that don't have any honor at all. Its very damaging to the integrity of 2+2.

Note the following incident concerning a bet that 'Craig' proposed then backed out of...

"Ummm..who there is going to hold our bet? They are not bookmakers; they earn a commission for allowing trades. I already bet it with somebody (read the thread). It wasn't as much as 1K, but he didn't want to have somebody hold the money, so he asked me to name an amount I would feel comfortable with if he didn't pay me. Anyways, read the thread. A couple of people talked me out of it. And I completely understand why.
