Don't know where you or what type of business you own, but will offer a quick suggestion. Look for a retiree who needs some extra income who has no desire to move up.

Do you offer benefits? Many will work for the same wage McDonald's pays if they can get benefits.

My guess is that your best cashiers keep leaving because they are smart, motivated people who require more job satisfaction and income potential than a cashier job offers. There's no sin in that, just ask them if they have any friends who need jobs, I doubt they will purposefully send you a deadbeat.
