You shouldn't let the rarity of flopped quads tempt you into being silly. The situation, which is not that uncommon, is that you have a probable lock on high but no chance at low. Don't give away half the pot for free; charge the low draws.

If they're bad enough to pay you off with straights and flushes on a paired board, then they're bad enough to call a raise with straight and flush draws. If there weren't a low draw out I could see giving away a free card here, but as it is I really think you should raise the flop.
