Um, short stacking in NL keeps you from making the difficult post-flop decisions that make the game difficult. Weaker players generally do better with a short stack.

In limit, who knows. Maybe they set a limit for them to lose, lose it, and can't control themselves to quit playing. You also don't have a running total of losses sitting in front of you if you've been rebuying.
