If the turn card is exposed beofer action is complete, the correct action is:

1. take the exposed card aside
2. burn
3. deal athe next card as the turn (would have been the river card)
4. Take the remaining deck and exposed card (not the mucks or burns) and reshuffle
5. Deal the first card off the deck

This keeps as many of the cards that "should" have been in play in play, and returns the possibility of the exposed card coming back into play.

It's the only way.
