Because you have more outs with K6s than K7s when you cut out A6. If you have K7 and your opponent has A7 and a 7 hits, you still lose. On the other hand if you have K6 and a 6 hits, the calculation assumes it will help you but not your opponent (except if he has 66). So that's 3 outs you pick up against one specific hand.
