I am not sure I understand your question. Basic Strategy takes into account the dealer does not have a Ten under his Ace. Basic Strategy determines if you should hit, stand, double down, split, etc. on your hand. If the dealer does have a Ten under his Ace, you lose immediately. There is no choice to make. It doesn't matter if you had 12, or 14, or 16, or an 8 and a 3. You lose.
It is only if the dealer doesn't have a Ten under his Ace, that there is even a need for Basic Strategy (or a choice as to what to do with your hand) therefore, Basic Strategy by default is assuming that the dealer doesn't have blackjack.
I guess the correct basic strategy for when the dealer does have blackjack, is to place your next bet on the next hand.
