When the dealer has an A showing and offers insurance you obviously turn it down.
However when the dealer doesn't then immediately declare blackjack you then know that the dealer's downcard is not a T.

Does the blackjack basic strategy take this into account?

The basic strategy rules of hitting or standing to the dealer Ace already assumes no Blackjack. Therefore, follow basic strategy.
