Pudley's right on. If you have already checked on that street, you may not complete an all-in bet that is not an official bet. Reason being that the player did not technically make a bet, and since you've already checked, you can't make the "first" bet since you already had the chance. If you are yet to act on that street, you may complete it. If the all-in bet is technically a bet (usually half a bet or more at most places), then you may raise it, even if you've already checked.
I've seen many players going for a check-raise in these situations, only to have it be pulled back by the dealer. They just gave away a lot of information that they wouldn't have if they'd known the rules. This is definitely one to know.
