yes...it's for the bad-beat.

i dont know about vegas....but all poker-rooms that i've been to in mississippi and louisana allow you to join the tables AFTER the blinds pass at the low-limits (3-6....maybe 6-12, not sure). in other words, it isn't just a harrah's thing.
