In holdem, it's the best 5 card hand out of the 7 available to you, so since each player has a pair of kings (cards 1 and 2 of their 5), they pick the highest remaining cards available to them. They each use the Ace (card 3), but Player 1 gets to use a J where 2 uses a T, so Player 1 has the better hand.
