No, not anymore, at least as far as the pylon is concerned. This rule was changed a couple years ago yet very few people seemed to notice, including many coaches.
I believe the way the new rule is worded is as long as any part of your body touches the pylon before your body touches out of bounds, then it is a TD.
Vick did this a couple weeks ago. He rolled left and dove with the ball in his left hand. His right hand smacked the pylon. He was called out of bounds at the 1/2 yardline, the call was challenged, and overturned to a TD.

The ball still has to cross the goal line, but the goal line extends out of bounds.
