I think it is almost never correct to wait to the river to raise when:

1. The pot is multiway.
2. Your hand is vulnerable.
3. There are many hands that your opponents could have on the turn which have a bunch of outs against you.


In general, the more players in the pot, the more reason not to wait until later streets to get aggressive (not only because your hand is much more vulnerable multi-way and so raising has protection value but also because you generate good value by making multiple opponents put bets in).

Here, since the flop is 4-handed, I just go ahead and three-bet the flop.
