Generally I'd say if he broke up with her (and not the other way around), then it's ok. The fact that he broke up with her because she was fooling around complicates things a bit though. If he's at all torn up about her you should probably lay off if he's a good friend.
Good idea to ask/see if he's cool with it before you get involved with her.
