Given UTG's short stack, I think we can pretty much ignore his raise - he's tired of playing and wants to use up the last of his money on this hand, one way or another.

So, I play this like I would play AK with a single raise in front of me - reraise, or in this case, cap and make sure you get position by driving out the button (who now has to call 4 cold)
