Since folding doesn't seem to be a viable option on the flop, raising only serves to payoff a better hand when behind (either getting 3 bet on flop, or getting c/r on turn), or helping a worse hand to fold. Unless you think this guy is capable of laying down a better hand then your QQ, which isn't likely in this spot, I don't see the benefit or raising here.
I like c/c here, unless an ace falls in which case I'd reconsider.
