I think it's far from boarderline at 6-max, and this should be a standard raise at full-ring too. The CO is too good of a position, why do you want to limp in and let button come in and have position the whole hand? Also, the limper will call with any pocket pair and check/fold most flops when you raise. When you limp, you end up in a spot where he loses nothing when he misses on the flop, but he'll extract something from you when he hits a set and you are playing a lone pair. Protect these middle pairs preflop, they are strong hands in position.

Thinking about it, I agree with you. I just get annoyed when ~80% of flops come with at least 1 overcard. But, with position and one opponent, you are really in good shape to make a little bit of money when he checks to you.
