I don't think short stacks have enough money to influence where I sit. It's also very easy to checkraise their stacks away when you've got a nice piece of the flop.
And by bad LAGs it depends on what you mean. If maniacs then yes. If they fire at any flop and check any turn UI I'll take position on them. If they're bad because they call too much, I'll also take position.
