a 70/20 calling station, there's no point in throwing any $ in, you're not going to push him off any draw without an overbet. Those kind of guys will chase gutshots for pot-sized bet.

Best to just let it go.

That's a horrible reason for not betting. Betting big against people who won't fold their draws is what small stakes no limit is all about. The fact that he would call a pot-sized bet with just a gutshot makes me more inclined to bet, not less. (I'd bet any amount he'd call if I knew he had K9 and salivate while I did so.) However, even with his propensity to call off money with draws, betting still doesn't look too promising.

I don't think the turn check behind is bad, because we may up to 10 outs, and we don't want to get pushed off of them, plus our equity isn't very high over a random hand. If I had a solid read that he wouldn't check raise without two pair or better, then I'd put in a value bet.

River check behind is because he calls with more hands that beat us (since he'll call with any pair) than with hands that don't beat us (maybe A or K high).
