If the losing players get better, they will lose fewer bets per hand to the winning players... but the rake per 100 hands does not change (much, there probably is a slight dip as rake thresholds are hit less often), so a bigger percentage of money from the available pool goes to the house.

This is devioushly clever of them. Every player that goes from being a 60% VPIP player to a 40% VPIP player will make the house more money, as the winning players start winning less.
