21/10 means vpip 21, pfr 10.
vpip > 40 is definitely too loose if you're playing a lot of 5, 6 handed.
dude with pfr = 10 should raise more preflop.
the "gold standard" that this forum agrees is best ranges anywhere between 20/14 and 30/20.
