Donkbets are not bluffs.
Ok, sometimes they are bluffs or stopping bets, but they generally show more strength than a bet after you check, or a bet continuing aggression shown on the previous street. Donkbets by passive players are very rarely bluffs.
The bettor's position relative to the other players matters a lot.
