The other patron is responding with "no sir, I don't" to the jerk's statement that "everyone should know the language, do you know what I'm saying?"
This PSA is unintentionally humorous the same way the pot PSAs are, like the one where the guy forgets to pick up his little sister at the amusement park or whatever.
