you DON'T decide...

they do.

Players should be allowed to come and go as they please. You don't get mad at online players that play for five minutes and then leave do you?

I don't have an unlimited pool of players in my home game, so of course I care if they play for 5 minutes. If I plan on a single table game and get 10 people to come, I expect to have 10 people for a good portion of the night. If someone has to leave early, they usually tell me before they arrive (we plan via mass email, so everyone knows who is coming/etc). If someone gets tired/scared of the game, we ask they give one orbit's warning before leaving, which makes hit-and-run less impolite. People get upset by "thanks for the money, I'm out", even if the person leaving is a long-term donater.
It's the job of the host to create a game that people want to play, and uninviting someone who does this more than once is a policy my players agree with fully.
