Does Congress have the authority to make the President do this, or would this just be an expression of what they think should happen?

I don't think Congress has such authority, but even if they did, what purpose would it serve? If the bill has been passed and the rest of its clauses fulfilled, what is there to explain? The Iraqis would be running the show.
