I ran into the same thing at Atlantic City in a tournament. My understanding is the same as yours, and that you don't need to flip both up. At the tourny the dealer flipped the other card when someone asked to see it. The only time you need to show both cards is to take down the pot at showdown. Maybe Atlantic City casinos have strange rules...
