Then you have a bigger problem to solve. If people are kvetching about the rules in place, then the group should decide on what the rule is, with some override powers for stupid rules such as "pay for information that isn't shared"
Same for the other situation- if people can't handle the house rule book, then they need to come up with justified alternatives that all can accept or they need to find another game.
