What if you give them a name and address of someone who lives in another state? Or country? I mean a real person that you know. They aren't going to put out a warrant for Wang Chung in Bangladesh.

Perjury is bad. That said, it really should be the prosecution's burden to show that you were driving, not your burden to show that you weren't. Granting the prosecution a presumption that you were the driver doesn't seem right. What state/jurisidiction is this in? I've never heard of a rule like this, and I'm curious.
