First, very nice post. Now we're getting somewhere.
I think that you are right, that the more likely scenario is a site doing this intermittently to reduce the chances that they are caught. Particularly, as you say, where there may be a short term need for some soft of cash flow boost.
On the other hand, having an extremely slight advantage given to certain players over the long haul would serve the same purpose, especially, as you point out, if there is no independent regulation.
