Amsterdam is a great city for lots of reasons, but it wont be warm in March. it also wont have other (or many) spring breakers there.

the women are redonkulously hot there though - best in the world imho.

most people who go there end up stumbling around high all day, maybe getting some hookers. it wont be the easiest place to find 'regular' girls to hook up with.

re: the rest of the Meditteranean, the party season wont have started by March, so don't bother .

I think Jamaica is probably more what you are looking for.
