I'd 3-bet the flop and bet out the turn. If villain caps the flop, then I'd check/fold the turn UI.

The flop isn't that scary. It's unlikely the villain would have raised preflop with hands that now give him a straight draw. The turn card erases a flush possibility. However, your opponent senses weakness and is betting into either with a pair of 10s, trips 9s, or a premium hand that whiffed (AK, AQ, AJ). Might also have an overpair. That's why I 3-bet the flop -- if he thinks he's beat he will only call. Check/call on the river is fine.
