1. El D and Committee must accept the challenge and amount involved.
2. Challenge must be video-taped by persons deemed acceptable to El D and Committee.
3. Video of challenge is reviewed by El D and Committee and they make a final determination of the amount to be awarded


There may well be other criteria, restrictions, etc.
