According to the rule you quoted from Ciaffone, WinstonSomme should NOT have been allowed to re-raise.

From the OP

Bills_420 calls [$2].
DEETEE calls [$2].
ME raises [$4].
WinstonSomme calls [$4].

Bills_420 folds.
DEETEE is all-In [$2.73]
ME calls [$0.73].
WinstonSomme is all-In [$17.75]
ME folds.

From the bible:

3. All raises must be equal to or greater than the size of the previous bet or raise on that betting round, except for an all-in wager. A player who has already checked or called may not subsequently raise an all-in bet that is less than the full size of the last bet or raise. (The half-the-size rule for reopening the betting is for limit poker only.)

DEETEE’s “raise” of .73 is a good deal less than the $2.00 raise.

I think there is also something in Ciaffone’s book PLNLHE about this very problem and that some games don’t handle it properly. Maybe this is one…
