By raising the flop and not getting reraised or cold-called, you must assume that you have the best hand and follow through when a blank appears on the turn. With the board this way you can be pretty sure that the BB is on a straight draw, and the SB probably has a hand like Q-J (which likes this board as well). When a card like a 7 rolls out on the turn, make them call a full bet to see the river. Value-betting the river would be tough for me when my hand has not improved past A-A-Q-T-8, but if you're heads up you should bet. If both players call your bet, I may check and show down the hand for free, but there's certainly nothing wrong with value-betting as well.
You should also be careful about playing a hand like A-8s UTG - its an easy hand to get in trouble with, but thats another story.
