The law was made like that to prevent casinos from taking over the city and entire gulf coast. Without it they would have just bought out the middle/lower class neighborhoods and biloxi would be one big casino. But condos are buying up the inland now so it doesnt matter anymore. Its gonna be one massive resort area.
