I see this type of play when the bettor has something on the flop and then picks up a draw on the turn. Possibilities would be 98, JT, J9, maybe KT or AT. It could also be a big hand begging for action. If he keeps it cheap, I'd probably call it down. I see no reason to raise your 2nd pair w/ no kicker at this point.
