It's the implied odds that matter more than the pot odds. I think calling $10 is just fine, especially against a tight preflop raiser who probably has a big pair or AK. If you hit the set, with these very small stack sizes relative to the blinds and pot size, you'll probably stack him, and maybe one or two of the others who are unlucky enough to pick up a draw or two pair.
Using the 5-10 rule, this is an easy call.
