My guess is they "wash" their face at the sink with a special soap or cleanser.

I wash my face at the sink too, but with the same kinda soap that I have in the shower. No real reason why.

correct, many body soaps are much stronger than people prefer to use on their face, so they don't do it in the shower and use special ones afterwards in sink.
