A value bet is just any bet that will be called by worse hands, on average. If you have the nuts on the river, any bet is a value bet. If you have the nut low, no bet is a value bet. Every bet is a bluff. If you have a good hand, you might be able to make a value bet, but some bet sizes would not be value bets because they would push out too many weaker hands.

The right size of a bet to make as a value bet depends on the strength of your hand and the range of hands your opponent could have. See this thread.
