Default Fishy slowplay?

BB is 40/18/2.5, button is very loose and very passive.

Is this a clear turn raise? Or is a slowplay in order? My fear is primarily splitting with a gutshot or should I just call and hope button is staying in with a hand that is drawing dead?

Hm... leaning towards a turn raise already as I may get to cap and button may be loose enough to call two with very little. Pretty standard I guess?

Once I decide to only call the turn I have to play the river this way right?
