You are making a huge error in that you fail to realize that if A never "bluffs" by checking a loser, B should always draw no matter what his hand is whenever A stands pat. If B adopts this strategy, A can exploit it by intentionally checking if B has a pat hand if the probability of B making a worse hand is greater than the probability of A improving to beat B.
