What explanation did he give you for not being allowed to move your car?
Also, I have never heard of police officers slashing tires. If they do not want you to move your car, they will take the plates or will have the car moved to the pound.
Concerning the police chief, do not yell or act like a ranting idiot in front of him. The calmer you are the better. Just explain your case and your concerns in a civil manner.
